The AP has used the word 'unexpectedly' in almost every release with regard to the economy.
Here are a few headlines and snippets from the AP in particular:

New jobless claims drop unexpectedly to 545K [9/17/2009]
Construction spending rises unexpectedly [8/3/2009]
New jobless claims unexpectedly plunge to 601,000 [5/7/2009]
There are many more examples, but these beg the question: 'just what does the AP expect?'
Rule #1 of biased journalism - always keep expectations low.
The corollary to rule #1 is 'always keep expectations high when a Republican is in office.'"
