Hartsel testified that he had an Arby’s submarine sandwich in his lap and was pulling red onions from it, the Telegram reported, and that a police officer who said the city manager had admitted to the offense was mistaken.
According to a police report, Hartsel initially told police that the woman must have seen the sandwich and thought he was exposing himself, but later admitted that he was fondling himself.
