MSU police arrested three times as many drunken drivers as Michigan’s.
Ann Arbor Deputy Police Chief Gregory Bazick said he could not explain the differences, or why his department ranks so low overall.

You need to read more carefully.
Mlive said that East Lansing had more, not the MSU Police (deputized under the Ingham County Sheriff).
One EL officer had 111 arrests out of the 620 arrests made by EL's 54 officers.
Ann Arbor had 107 arrests by their 117 officers.
The MSU Police had 182 arrests with their 66 officers.
