It was hailed as a last-chance scholarship for needy students, but two years after Muskegon County’s Promise Zone was approved, students have yet to receive any money.
That’s because the state guidelines for the Promise Zone that would require the county to raise $2 million are unrealistic and unworkable, said Muskegon Area Intermediate School District Superintendent Dave Sipka.
