"Gov. Rick Snyder will fire the first shot in the next health care skirmish Thursday when he recommends in his budget presentation to the Legislature whether Michigan should open Medicaid to as many as half a million more residents.
Under the 2010 Affordable Care Act, the federal government has promised to pay all costs for three years for residents added to the federal health insurance program for low-income people in states that raise income eligibility.
Federal payments would decline to 90 percent from 2017 to 2020 and would never go lower, according to the law.
The long-term addition of 400,000 to 500,000 Medicaid recipients would result in an additional $1.5 billion to $2 billion a year in federal health spending in Michigan. "
