"In September, Norton Shores, Fruitport Township and Muskegon came to an inter-governmental 30-year agreement after 17 months of discussing the best long-term water provider.
When the agreement takes effect in 2015, Muskegon will supply water to every municipality in the metro area except Muskegon Heights"
