"LANSING, MI -- Highland Park, a Detroit enclave four years removed from its last emergency manager, is suffering from "probable financial stress."
.....If the review team confirms that a financial emergency exists, city officials could work with the state to choose one of four intervention options:
Another emergency manager, a consent agreement, mediation or bankruptcy.
.....For Highland Park, failure to collect water payments appears to be costing the city, whose general fund is otherwise in relatively good shape."
