"The unusual writ, sent to former Village Voice staffer Graham Rayman, demands that he turn over materials involving a source who blew the lid off of the NYPD’s quota system.
That would be former Patrolman Adrian Schoolcraft, whose 2008-09 secret recordings of his superiors in the 81st Precinct demanding that he “make numbers,” whether or not he saw wrongdoing, made clear what had long been rumored about Kelly’s NYPD.
They showed that, in Bed Stuy at least, there were arrest quotas that led to people who’d done little or nothing wrong getting dragged through the system, and crime reports downgraded to massage the numbers.
After reporting the issues to numerous superiors, Schoolcraft was taken from his apartment against his will and forcibly institutionalized by a group of cops joined by Kelly’s then-close aide and top spokesman, Paul Browne."
