"The city’s two pension funds filed a request to appeal Judge Steven Rhodes ruling on Tuesday that Detroit is eligible for bankruptcy and that pensions can be cut in a forthcoming plan to resolve the city’s $18-billion debt and long-term liabilities.
Detroit’s pension funds have maintained that the state constitution shields vested retirement benefits in bankruptcy, but Rhodes disagreed."
