OooKaay. So who's been payin' the difference since 2007? DSO balances its budget for first time since 2007

Isn't it mostly rich, suburbanites who attend these concerts?
Why should the bankrupt city of Detroit divert a penny from things like... say STREETS, COPS, LIGHTING and give it to folks who want to foo foo at the symphony????
DSO balances its budget for first time since 2007 | Crain's Detroit Business:
"The Detroit Symphony Orchestra said it achieved a balanced budget for fiscal 2013, the first time it has done so since 2007.
At its annual meeting Thursday afternoon, the orchestra reported total revenue of $28.29 million for 2013 and an operating surplus of $20,000."
