"The city’s four pension systems — for police, firefighters, laborers and municipal workers — were short by a whopping $19.5 billion at the end of 2012.

Increased benefits for city workers, early retirement offers and market downturns put pressure on the city’s pension funds in the late 1990s and early 2000s."
