Voter turnout was abysmal with only 13.7 percent, or less than one of out every seven registered voters, showing up at the polls.
Holding the election in May instead of August or November was a point of contention for tax opponents, who sued unsuccessfully to force the proposal off the ballot.
Hagerstrom called it “unfortunate” that Grand Rapids pushed the tax past “the lack of voters.”"
