Muskegon City Commission: Street tax, civil service ballot measures on this week's agenda | MLive.com: "MUSKEGON, MI -- A local streets tax and a change to the city's employee promotion policy could be on the November ballot depending on Muskegon City Commission action this week.
City officials are recommending that a 4-mill tax to fund street improvements be put before voters. 
That's lower than the 5 mills city officials have been discussing in meeting with local citizens.
......The street tax would raise an estimated $2 million per year.
The ballot measure would be in the form of an amendment to the city charter raising the current 10-mill limit on tax levies to 14 mills "to be used for municipal purposes, including but not limited to road maintenance and repair."
