"Georgia Democrat Representative Hank Johnson has a knack for saying less-than intelligent things. Johnson is, perhaps, best remembered for his concern during a congressional hearing that placing too many troops on the island of Guam would cause the island to “tip over.”
Though his staff worked to try and pretend that Johnson was joking, Johnson seemed dead-serious and he made his assertion in the middle of a committee hearing- a time not often used for jokes."
