"In an email sent to members of the Patrolmen’s Benevolent Association, officers were reportedly told to respond to every call with at least two units, “no matter the condition or severity, no matter what type of job is pending, or what the opinion of the patrol supervisor happens to be.”The association also discouraged officers from making any arrests “unless absolutely necessary.”
