New program will send Detroit high school grads to college for free - Crain's Detroit Business: "Detroit Mayor Mike Duggan announced Tuesday afternoon that the city will tap a tax zone to capture money that will send more students to college tuition-free for two years.
...Under the program, Detroit high school graduates can attend one of five community colleges to earn a two-year degree.
