This map originates from a BuzzFeed article some time ago covering a multitude of antiquated and restrictive voting scenarios.
In this scenario, both men and women can vote, but poll taxes are added back to exclude non tax paying voters.
This, of course, disproportionately affects ethnic minorities as an unintended consequence..."
