Occupational licensing rules are holding back people who want to work
"Most occupational licensing is corrupt and idiotic. 
People have a right to earn a living and Congress should make sure states don't get in the way.
We want people to be able to get good jobs, and to use their abilities to the fullest.
And we want poor people to be able to rise into the middle class, or beyond. 
At least, we say we do.
What we do, on the other hand, is often calculated to have the opposite effect.
