"American University professor Ibram Kendi made the case for the creation of an "anti-racist amendment," as well as a whole department dedicated to "anti-racism" in a POLITICO piece.
Kendi serves as the director of American University's Antiracist Research & Policy Center.

...The professor, who also serves as the director of American University's Antiracist Research & Policy Center, also supported establishing a "Department of Anti-racism [DOA]," containing no political appointees but instead staffed with "formally trained experts on racism."
"The DOA would be responsible for preclearing all local, state and federal public policies to ensure they won’t yield racial inequity, monitor those policies, investigate private racist policies when racial inequity surfaces, and monitor public officials for expressions of racist ideas," Kendi explained.
"The DOA would be empowered with disciplinary tools to wield over and against policymakers and public officials who do not voluntarily change their racist policy and ideas."...
