At least four times during the coronavirus pandemic last year, a property manager at a South Side apartment complex posted on walls and windows the names of tenants who owed rent and how much they owed. 

Her message? Pay up. 

She did so during the peak of the pandemic, which decimated the economy and destroyed millions of jobs.
