Step 1: Teach children in schools to be 'good little racists' with a 'new and improved' version of racism such that children judge each other solely on race.
Step 2: Parents get really angry and become antagonistic towards school boards that tell them to buzz off.
Step 3: The Biden Administration tells the DOJ to work closely with federal, state, and local police, to see which angry parents they can find cause to throw in jail.

Step 4: Children are told to inform on parents who oppose the new 'good racism'.
Step 5: The DOJ cracks down on parents who object until opposition is silenced and parents are afraid.
Step 6: Children become adults.
Step 7: We party like it's 1859...
