That many homes require close examination of the work being performed. That, and an examination of the bids to see if the lowest bidder is qualified to perform the work. A good engineer knows this, as well as a good architect that requires good engineers to design the homes in compliance with accepted practices within codes. It's obvious the work wasn't inspected as necessary, and city officials either were incompetent, or turned their heads, while their palms were greased.
