A project like the Lake Michigan Connector would allow Michigan to tap into other markets — easing the burden of drawing from Chicago-based networks, lowering the risk of blackouts and likely even lowering costs...

The goal, which isn't clarified, is to allow a Chinese company to make a tremendous amount of money selling cable, and the politicians to reap some hefty slush fund payouts. That, and to appease those that can collectively round the entire bunch of officials into a huge tar and feather party.
