Democrats—and a significant number of Congressional Republicans—have found a way to circumvent our constitutional system of government by employing a tactic that gained traction during the Obama administration.

The Democrats, starting largely during Obama’s presidency, leveraged the economic crisis caused by the bursting mortgage bubble to alter Congressional rules and norms. 
This allowed them to bypass slower, more public, and deliberative legislative processes. 
  • Harry Reid, then Senate Majority Leader, curtailed the filibuster for certain types of legislation. 
  • Democrats also introduced the practice of incorporating non-budgetary items into reconciliation bills, which were originally designed solely for spending measures. 
This is how Obamacare was passed with a simple majority and how much of their agenda is advanced today. 
Since 2006, Congress has not passed a budget under regular order...
