Donald Sensing - So which president actually leads in number of persons deported from the United States?

Covid-related authority to expel were known as Title 42 powers, and Trump did use that authority to a relatively low level in 2020, but Biden ramped it sharply upward. - Donald Sensing
Here are the numbers, which I have personally verified; source is the Cato Institute unless otherwise noted:
  • Bill Clinton deported 869,646 persons.
  • George W. Bush, 2,012,539.
  • Barack Obama, 3,066,457
  • Donald Trump, first term, 1,500,000 (rounded by source, Migration Policy Institute)
  • Joe Biden - I cannot find sources with consistent total number. A Turkish news agency (thanks, Google) said 4.4 million. Migration Policy Institute said in June 2024 it was on track to match Trump's first term.
My assessment is that MPI is distinguishing between "returning" and "deporting." 
The former is denial of entry into the US for those apprehended at the border, while deporting is the ejection of persons who are actually inside the country.
