WASHINGTON (AllPolitics, Aug. 17) -- Breaking seven months of near silence, President Bill Clinton admitted Monday night that he did, in fact, have an inappropriate and "wrong" relationship with ex-White House intern Monica Lewinsky, but insisted he did nothing illegal. (512K wav sound)

Clinton's four-minute address to the nation followed an afternoon of closed-door testimony for a federal grand jury looking into how Clinton answered questions about his relationship with Lewinsky in a deposition in the Paula Jones sexual-harassment case last January.
"While legally accurate, I did not volunteer information," Clinton said.

"Indeed I did have a relationship with Ms. Lewinsky that was not appropriate. In fact, it was wrong. It constituted a critical lapse in judgment and a personal failure on my part for which I am solely and completely responsible," he said.
The president gave his televised address from the Map Room in the private residence of the White House, where he had faced prosecutors from Independent Counsel Ken Starr's office for more than four hours earlier in the day. During his testimony, sources tell CNN the president did admit to having sex with Lewinsky.
"But I told the grand jury today, and I say to you now, that at no time did I ask anyone to lie, to hide or destroy evidence or to take any other unlawful action," Clinton said.
In Clinton's public comments, the word "sex" was never spoken and the word "regret" was only used in reference to his admission that he misled the public and his family over the last seven months about his relationship with the former White House intern.

“Sanctuary cities” have been in the headlines for weeks.
Late last week, the House of Representatives voted to strip federal funds from sanctuary cities, which refuse to cooperate with federal immigration enforcement efforts.
And in early July, an illegal immigrant who had been deported five times and convicted of seven felonies shot and killed a young woman while she was walking with her father and a friend along a pier in San Francisco, a city famous for its sanctuary policies.
Sanctuary cities have existed for decades – the first one was established in Los Angeles in 1979 – as places of asylum for refugees and others in the country illegally.
By one count, there are more than 200 sanctuary cities in 32 states and the District of Columbia.
The recent San Francisco murder has prompted renewed scrutiny of sanctuary cities.
But while most of the debate has focused on the legal and political ramifications, I’d like to offer the following thought experiment: what if there were sanctuary cities for religious conservatives?
Imagine if some city in red-state America – perhaps Little Rock, Arkansas; Dallas, Texas; or Bowling Green, Kentucky – decided to be a refuge for unborn children and refused to grant business licenses to abortion clinics. 
What if a city decided that it was going to be a sanctuary city for the Ten Commandments and displayed them in schools, libraries, and the county courthouse?
What if a city decided that it was important for children to have mothers and fathers, declared itself a sanctuary city for traditional marriage, and refused to issue marriage licenses to same-sex couples...?

“The study released Tuesday by TNTP, a nonprofit organization, found no evidence that any particular approach or amount of professional development consistently helps teachers improve in the classroom.
‘We are bombarding teachers with a lot of help, but the truth is, it’s not helping all that much,’ said Dan Weisberg, TNTP’s chief executive. ‘We’re basically throwing a lot of things against the wall and not even looking to see whether it works.’”
The study gives a number of steps to overcome these deficiencies, but I have a simpler one.  
Today’s teachers do not need more help in understanding child psychology, nor instruction on how to make perfect lesson plans. What they need is the opportunity to grow in greater knowledge of the subject area as they teach their students. According to author David Hicks, this is the method which made ancient schoolteachers successful.

Another factor working against Chicago is the imbalance between active and retired public safety officers.
The New York City police pension received some unwelcome attention recently because the number of retirees it supports exceeds the number of active police on the streets.
Little known fact: Chicago has the same upside-down relationship between its active and retired public safety departments.
Policemen’s Annuity and Benefit Fund reports for 2013 show participants in the pension plan include 12,161 active police versus 13,159 police retirees/survivors.
In addition, a large portion of the active force is nearing or eligible for retirement, with 34% aged 45-54 and 25% having 20 or more years of service..."
