"It's time for Michigan to have a serious conversation about ditching its flat-rate personal income tax and implementing a graduated tax.
Enacting a graduated income tax would add fairness to the state's tax system by requiring those with higher incomes to pay a bigger share of their incomes in taxes.
Those with smaller incomes would pay a smaller percentage of their earnings in state taxes.
Michigan is just one of seven states with a flat tax rate among the 43 states that have an income tax.
A graduated income tax could provide the state with more revenue to support the rising costs of government services while at the same time giving a break to the majority of taxpayers.
In 2009 the Michigan League for Public Policy proposed eliminating the state's flat income tax rate of 4.35 percent (it's 4.25 percent today) and replacing it with three brackets.
Those making up to $20,000 a year would pay 3.9 percent while those earning between $20,001 and $60,000 would pay 4.35 percent.
Incomes above $60,000 would be taxed at 6.9 percent.
The league's study found that this graduated tax system would generate $600 million more in state revenue in its first year while giving a tax cut to 90 percent of tax filers.
A graduated income tax would bring in more revenue from those at the top of the income scale, who are responsible for virtually all the state's income growth."

Medicaid Scam In Michigan Takes $29 Million From Taxpayers | The Daily Caller:
"Health care providers defrauded Medicaid to the tune of $29 million dollars by coordinating with a day care center for mentally ill adults to steal patient information, the Washington Examiner reports.
Abdul Malik Al-Jumail and his daughter Jamella Al-Jumail created a series of fake health companies, and then collaborated closely with Felicar Williams, 51, who ran the day care center. Felicar would steal patient information, the Jumails would file false claims, and then provide kickbacks to Felicar.
Many complex procedures for mental health were billed that were simply never provided.
Sometimes the Jumails would even fabricate entire medical records if necessary to gain reimbursement, showing how patients desperately needed treatment, and how their companies provided care.
All three individuals involved are now in prison. The actual sentencing, however, hasn’t yet been scheduled.
Two others, Mohammed Sadiq and Philandis Thomas, are charged in the indictment and scheduled for trial later this month.
Another individual remains on the loose.

California in September joined a growing number of states and cities that require employers to provide paid sick time off for their workers.
The California law, the Healthy Workplaces, Healthy Families Act of 2014, requires large and small employers to provide at least three days paid sick leave annually to employees who work 30 or more days a year. 

....The problem hits women especially hard. Women make up two-thirds of low-wage workers and are more likely to be the family caregivers, says Liz Watson, senior counsel at the National Women’s Law Center and director of its Workplace Justice for Women.

“Their ability to take paid sick leave or paid medical leave is crucial to being able to hold onto their jobs,” Watson says.

Federal legislation that would require paid sick leave has been introduced several times but never passed. The Healthy Families Act, introduced by Rep. Rosa Delauro, D-Conn., in 2013, would allow workers at companies with at least 15 employees to accrue up to seven days paid sick leave annually.

Noting that it took many attempts to pass the Family and Medical Leave Act, which allows workers up to 12 weeks of unpaid leave to care for their own or a family member’s medical needs, Watson says, “I think we will see this legislation pass, it’s just a matter of time.”
