"MUSKEGON, MI – A study presented Thursday, Nov. 6 shows there is now sufficient demand to justify building a conference center in downtown Muskegon.
The draft results of a $44,500 study paid for by Muskegon County were presented to Muskegon County Commissioners and members of the Accommodations Tax Advisory Committee.
....said there were two likely scenarios for building:
1. A convention center owned and operated by a public entity, such as Muskegon County.
The facility would cost roughly $24 million to build and would benefit the county's economy by $17 million in terms of dollars spent by visitors from outside of the area.
The facility would cost about $1.5 million to maintain per year.
2. A smaller convention center owned by the county but operated by a private entity under a lease agreement.
The facility would cost somewhere in the ballpark of $15 million and pump an estimate 10.6 million per year into the local economy.
The facility would cost about $600,000 to maintain per year.
"I think that both of these have merit," Krueger said."

LANSING, MI -- The FBI’s Uniform Crime Report for 2013 was released Monday, detailing the number of reported violent and property crimes in the state.
Across Michigan, the violent crime rate in Michigan decreased about 1 percent  between 2012 and 2013, and the property crime rate decreased about 8 percent. 
The FBI organizes the data by types of agencies. So to get an idea of the crime in your community, you may have to look at the city, county and state police data. It all depends on what agency responds and handles the case.

American taxpayers are on the hook for the Ivanpah solar project out in the California Mojave Desert close to the border of Arizona Nevada. 
The massive plant received $1.6 billion in loan guarantees from the Department of Energy to build it, out of a total cost of about $2.2 billion.  
The plant went online in December of last year.
After operating for most of 2014, the plant seems to have hit a significant problem.
It’s only producing about a quarter of the power it has promised. 
That could present a bit of a challenge paying back its loan. 
So what are they doing? 
Why they’re asking for a federal grant, of course. 
That is to say, they are asking for taxpayer dollars to pay back the loan that they got from the federal government that is guaranteed to be paid back with taxpayer dollars should the project fail. Fox news has the details, with some contributing analysis by Reason Foundation Vice President of Research Julian Morris:
After already receiving a controversial $1.6 billion construction loan from U.S. taxpayers, the wealthy investors of a California solar power plant now want a $539 million federal grant to pay off their federal loan.
"This is an attempt by very large cash generating companies that have billions on their balance sheet to get a federal bailout, i.e. a bailout from us - the taxpayer for their pet project," said Reason Foundation VP of Research Julian Morris. "It's actually rather obscene."

"The News 4 Tucson Investigators have uncovered that some U.S. Border Patrol agents have lost a key part of their arsenal.
And that has agents who patrol along the border here, extremely worried.
We learned that U.S. Customs and Border Protection's Offices of Border Patrol and Training and Development are inspecting the quality of agents' M4 carbines throughout Border Patrol sectors nationwide.
But agents tell us, some of those M4s have not been replaced. 
And, we've learned, agents are required to share rifles amongst each other.
"There's a lot of agents that are pretty upset over it," said Art del Cueto, president of the Border Patrol's Tucson Sector union.
"We know it's a dangerous job.
We know what we signed on for but we want to have as much of the equipment as we need to perform the job."
...Del Cueto tells us that because some of those M4s have not been replaced, agents are pooling their weapons, which makes it difficult to personalize the settings on a rifle, such as the sights.
"The problem is they are now pool guns so what happens is instead of having their individual ones they have sighted in they're having to use a pool weapon that you don't know who used it before you," del Cueto said."

"President Obama’s 2012 program to defer deportation of young illegal immigrants greatly eased their ability to get jobs, credit cards, bank accounts, driver’s licenses and even Obamacare despite their undocumented status, according to a new Harvard University report.
The review of over 2,000 young illegals given relief from deportation by Obama’s June 2012 Deferred Action for Childhood Arrivals, or DACA, found that many have won the same benefits as U.S. citizens, including higher education despite the failure of the so-called Dream Act that led to the president's initiative.
“Since receiving DACA, many have obtained new jobs and internships.
Some have also opened bank accounts and obtained credit cards,” said the study just published in the journal American Behavioral Scientist.
It added: “And although the Affordable Care Act does not guarantee health insurance to DACA recipients, a significant share of our respondents have reported obtaining health care since receiving their DACA paperwork.”
The report, made available to Secrets, even coined a special phrase for the new class of illegal immigrants created by Obama. 
“They may grade their label ‘undocumented’ for ‘DACAmented,’” it said."

A shortage of cement, a key component of concrete, is squeezing construction projects in Michigan and across the Great Lakes region.
If a homeowner wanted to get a driveway poured in the coming weeks, he or she might be told to wait a month or longer, said Daniel DeGraaf, who heads the Michigan Concrete Association.
"There are projects that may not get built this year because of this," DeGraaf said.
The cement industry, which provides the binding material for concrete in roads, sidewalks, housing foundations and all kinds of building projects, is in the midst of a "perfect storm," blamed in part on the hangover from last winter, when the Great Lakes nearly froze over completely.
That delayed the start of shipping for the state's cement in the springtime even as the economy was heating up, and an oil boom in North Dakota has tied up freight trains, leading to a logistical nightmare for a slew of companies.

"New York taxpayers are footing the bill for a massive $750-million SolarCity manufacturing plant with a promise that the company will spend $5 billion there on product and development, but when a local TV station tried to find out contract details, they were told it was confidential.

Buffalo, N.Y., station WIVB-4 received the contract through a Freedom of Information request, but most of the pages were blacked out.
The resulting document looks like something reporters would receive from the CIA.
New York state officials told the station the heavy redactions reflected trade secrets in the document.

“The disclosure of specific, heavily negotiated terms relating to the financing of the project … would have significant impact on the ability of both parties to negotiate effectively with others in the future and would likely cause substantial competitive injury,” the state claimed.
The TV station also was  told that SolarCity had to approve disclosure of key information.
Critics wonder why the state is subsidizing a private company.
“You have to ask yourself, if they are going to make $5 billion here, why can’t they invest $750 million of it if their product is so promising?” said Nick Loris, a senior policy analyst with the Heritage Foundation, specializing in the energy industry.
Loris also said the public has a right to know how tax dollars are being spent.

Missouri State Highway Patrol Capt. Ron Johnson told CBS News he has been meeting with students, gang members and ministers about what might happen following the grand jury decision that is expected to come down this month.
“There’s a lot of fear. A lot of people are afraid of what could happen,” Johnson explained. “In the end, this is gonna be the community we have to live in.”
Ronardo Ward, 33, is one of those hoping to maintain peace in Ferguson if Wilson isn’t indicted.
