The Washington Post reported that “generous agreements” with three unions at the U.S. Patent and Trademark Office have undermined the agency’s productivity and credibility.
.....“Supervisors are not provided sufficient tools for ensuring that their employees are actually working the hours claimed,” Zinser testified.
“Further, USPTO senior management has essentially prohibited supervisors and employee relations personnel from obtaining building and computer records to follow up on employees suspected of misrepresenting time worked on their timesheets.”
As a result, Zinser said, Patent and Trademark Office examiners can earn pay for time they didn’t work and receive performance bonuses they didn’t deserve. He didn’t provide figures or dollar amounts.
“Managers are prohibited, for example, from requiring employees they supervise to put a device on their computers that shows when they are working, a tool unions call an invasion of privacy,” the Post reported.
“Examiners who work from home, the majority of the workforce, have 24 hours to respond to a telephone call from their boss. There is no requirement that examiners tell their supervisors when they plan to work, as long as the work gets done,” the Post noted."

Much is being made of the “global” surface thermometer data, which three-quarters the way through 2014 is now suggesting the global average this year will be the warmest in the modern instrumental record.

I claim 2014 won’t be the warmest global-average year on record.
..if for no other reason than this: thermometers cannot measure global averages — only satellites can. The satellite instruments measure nearly every cubic kilometer – hell, every cubic inch — of the lower atmosphere on a daily basis. You can travel hundreds if not thousands of kilometers without finding a thermometer nearby.

(And even if 2014 or 2015 turns out to be the warmest, this is not a cause for concern…more about that later).

...In my opinion, though, a bigger problem than the spotty sampling of the thermometer data is the endless adjustment game applied to the thermometer data. The thermometer network is made up of a patchwork of non-research quality instruments that were never made to monitor long-term temperature changes to tenths or hundredths of a degree, and the huge data voids around the world are either ignored or in-filled with fictitious data.

Furthermore, land-based thermometers are placed where people live, and people build stuff, often replacing cooling vegetation with manmade structures that cause an artificial warming (urban heat island, UHI) effect right around the thermometer. The data adjustment processes in place cannot reliably remove the UHI effect because it can’t be distinguished from real global warming.

....In the meantime, the alarmists will continue to use the outdated, spotty, and heavily-massaged thermometer data to support their case. For a group that trumpets the high-tech climate modeling effort used to guide energy policy — models which have failed to forecast (or even hindcast!) the lack of warming in recent years — they sure do cling bitterly to whatever will support their case.

As British economist Ronald Coase once said, “If you torture the data long enough, it will confess to anything.”

The school board on Monday, Nov. 10, approved the latest two-year state deficit elimination plan.
In 2010, the school board approved a deficit plan that included wage freezes and cuts to health benefits to eliminate $653,000 of debt."

The chart shows a most amazing economic phenomenon: Since December 2007 when the Great Recession started, Texas civilian employment has increased by 12.4% and by more than 1.36 million jobs, from just over 11 million jobs in December 2007 to 12.37 million in October of this year (see blue line in chart). In contrast, civilian employment in the other 49 states without Texas is still 0.26% and more than 350,000 jobs below the December 2007 level (see red line in chart) — there were 134.9 million non-Texas jobs in October vs. 135.26 million in December 2007.
It’s also important to note that while job growth in Texas slowed considerably in 2008 and 2009 due to the recession, the level of civilian employment in Texas never fell below its pre-recessionary, December 2007 level. Also, while Texas was able to actually increase jobs slightly even during the depths of the recession in 2008 and 2009, the US labor market minus Texas experienced a stunning loss of 8.374 million jobs (a percentage drop of 6.2%) in the two year period between December 2007 and December 2009.
