A year later, as he led to the effort to establish the institute on campus, the consulate again paid most of the travel expenses — also thousands of dollars — for Bell to fly to China and discuss implementation of the institute, records show.
Hanban covered airfare, accommodations, meals and tour expenses, the invitation noted.
In the past decade, the Chinese have opened hundreds of the institutes and classrooms in universities, high schools and even elementary schools in the United States and around the world in an attempt to teach Chinese language, culture and to increase cultural understanding.
But, as Watchdog.org reported in October, a growing number of academics caution the institutes are propaganda arms of the Chinese government."

 Those five words, reportedly said by one of the masked gunmen during the massacre, are a horrifying coda to years of threats and attacks against French satirical magazine Charlie Hebdo.
On Wednesday morning, three men stormed its headquarters in Paris and killed as many as 12 people, including four famous cartoonists, and wounded several others in what's being called a terrorist attack of "exceptional barbarity" by the French government.
But what made Charlie Hebdo a target in the first place? 
In 2006, Charlie Hebdo, along with several other European newspapers, republished a Danish cartoon that caricatured the Islamic prophet Muhammad in a series of 12 pictures.
In one of them, Muhammad is depicted wearing a turban shaped like a bomb with a burning fuse.
The unflattering images sparked violent protests around the world.
Two Muslim organizations sued for "incitement to hatred," and the issue's executive editor, Philippe Val, was acquitted after he was taken to court.
The case was seen as an important test for freedom of expression in France."

The real problem, according to the Obama administration, is lack of leadership in defending Islam:
There are some individuals that are using a peaceful religion and grossly distorting it, and trying to use its tenets to inspire people around the globe to carry out acts of violence. And we have enjoyed significant success in enlisting leaders in the Muslim community, like I said, both in the United States and around the world to condemn that kind of messaging, to condemn those efforts to radicalize individuals, and to be clear about what the tenets of Islam actually are.  And we’re going to redouble those efforts in the days and weeks ahead.
This, of course, is not the first time the Obama administration has discovered a duty to illuminate the inherent beauty and wonder of Islam. Over and over again, the Obama administration, in high culturally imperialist dudgeon, has attempted to explain to the world the true meaning of Islam.

"Masked gunmen on Wednesday attacked the Paris offices of Charlie Hebdo, a French magazine known for its biting humor — and, more specifically, for a string of satirical cartoons about Islam and the Prophet Muhammed.

Charlie Hebdo, whose name translates roughly to "Charlie Weekly," is a weekly publication that covers French politics through cartoons, satirical articles, and jokes. Although its editor-in-chief Stéphane Charbonnier, who was killed in the attack, has said that he considered the magazine a leftist-pluralist publication, its stance can perhaps better be described as anti-institutional. Its biting satire habitually targeted the government, high-profile politicians, and organized religion. The magazine was founded in 1969, and was resurrected in 1992 following a three-year hiatus.

Those cartoons have provoked a backlash against the magazine in the past, including a firebomb attack on its offices in 2011. But for the editors of the magazine, the offense was the point: the cartoons were directed as much at public sanctimony about Islam and multiculturalism as they were at their nominal subjects.
