"BRUSSELS (AP) -- A spokesman for the International Monetary Fund says its team has returned to Washington after negotiators made "no progress" on resolving Greece's debt crisis.
Gerry Rice told reporters Thursday that "We are well away from an agreement."
He added: "There are major differences between us in most key areas. 
There has been no progress in narrowing these differences recently."
..."The Greek government has to be, I think, a little bit more realistic," Tusk said.
For months, Greece has wrangled with its creditors over the release of the remaining funds in its bailout. Without the 7.2 billion euros ($8.1 billion) available, Greece faces imminent bankruptcy, putting up capital controls and even leaving the euro...

In an interview with American Public Media’s Marketplace, President Obama says fast-tracking the Trans-Pacific Partnership (TPP) trade bill would help him advance his climate change agenda, which he said is “one of my highest priorities.”
During the interview with host Kai Ryssdal of Marketplace, Obama said, “If we want to solve something like climate change, which is one of my highest priorities, then I’ve got to be able to get into places like Malaysia, and say to them, this is in your interest.”
“What leverage do I have to get them to stop deforestation?” he asked. “Well part of the leverage is, if I’m in a trade relationship with them, that allows me to raise standards, now they have to start thinking about how quick they’re chopping down their forests and what kinds of standards they need to apply to environmental conservation...”

During an argument over infidelity, a Florida woman threw a hamburger at her boyfriend, striking him in the eye and landing her in jail.
According to cops, Rykihia Moore and Mario Thornton were bickering Saturday evening over Moore reportedly “being unfaithful.”
In the midst of the verbal beef inside a Clearwater home, the 27-year-old Moore “took a hamburger” and threw it at Thornton, her beau of 12 months.
The burger, a criminal complaint alleges, struck Thornton in the eye.
When Moore was questioned by a sheriff’s deputy, she reportedly copped to winging the burger at Thornton, adding that “it may have hit him.”
Pictured above, Moore, who works at a Ruby Tuesday restaurant, was arrested for simple battery dating violence, a misdemeanor.
She spent a night in jail before being released Sunday afternoon on her own recognizance.
The complaint indicates that no weapon was seized by police.

The same school district, Miami-Dade, and the same School Superintendent, Alberto Carvalho, that forced Miami-Dade School Police to hide the criminal conduct of Trayvon Martin (and all young black male students), has now fired a School Principal for stating support for a McKinney Police Officer on his Facebook page.

[…]  The Miami-Dade County school district announced Wednesday that Alberto Iber had been removed as principal after going online to defend a white Texas police officer who waved a gun at black teens while responding to a call about an unruly pool party.
[…] “He did nothing wrong,” Iber wrote in a comment that showed his Facebook picture, name, school and title. “He was afraid for his life. I commend him for his actions.”
Iber’s stance quickly prompted a passionate online response from Ambrose Sims, a black, retired Miami Beach Police veteran who joined the force at a time of racial strife in Miami in the 1980s. He also came out as gay and led a campaign for equal rights. Sims wrote, in part: “Such a comment reveals to me that you’re a serious part of the problem.”
[…]  In a brief statement, the district said employees are required to conduct themselves, both personally and professionally, in a manner that represents the school district’s core values. The district said a replacement would be named shortly and that Iber would be reassigned to administrative duties.
“Judgment is the currency of honesty,” said Superintendent of Schools Alberto Carvalho. “Insensitivity — intentional or perceived — is both unacceptable and inconsistent with our policies, but more importantly with our expectation of common sense behavior that elevates the dignity and humanity of all, beginning with children.”  (link)
Obviously School Superintendent Carvalho believes that supporting law enforcement does not “represent the school district’s core values“, and is “inconsistent with our policies“.
Of course he does.  Considering THIS VERY SAME School Superintendent was previously exposed for giving specific instructions to Miami-Dade School Police (M-DSPD) to ignore criminal conduct of young black males – and instead created a secret diversionary program to hide the criminal actions of school students...

...The two officers in this brief video represent two different policing styles, two different mindsets that officers use as they interact with civilians: the Guardian and the Warrior. 
As a former police officer and current policing scholar, I know that an officer’s mindset has tremendous impact on police/civilian encounters. 
I’ve described the Guardian and Warrior mindsets at some lengthhere and here; for now, suffice to say that the right mindset can de-escalate tense situations, induce compliance, and increase community trust over the long-term. 
The kids interacting with the first officer were excited, but not upset; they remained cooperative. Had they gone home at that moment, they’d have a story for their friends and family, but it would be a story that happened to have the police in it rather than being a story about the police.
The wrong mindset, on the other hand, can exacerbate a tense encounter, produce resistance, and lead to entirely avoidable violence. 
It can, and has, caused longterm damage to police/community relations...

The boys were shot in the back and the suspect ran, police said. Both victims were transported to area hospitals and are expected to survive, police said.

As suggested (predicted?) in this space back in January, supporters of repealing Michigan's prevailing wage law have decided to hit the streets to obtain signatures for a proposed citizen-initiated law that would allow state lawmakers to repeal prevailing wage without the support of the governor (who is not supportive of repeal.) 
If the would-be repealers obtain enough signatures, but fall short of votes in the Michigan Legislature, then the proposal would head to the general election ballot for all voters to decide.
The prevailing wage law is just a fancy price fixing protection racket for unions. 
Whether a big business or small homeowner, most of us are permitted to hire the best construction contractors we can find at the best prices, just as we buy everything else. 
But when state government wants work done, state law requires a winning bidder to pay union-scale wages and benefits - the so-called prevailing wage.
If there's a qualified non-union general contractor or electrical contractor who can do the work just as well for a better price, Michigan taxpayers are effectively required to pay more. 
By artificially cutting off the full range of potential bids, the prevailing wage law raises prices. 
Michigan is one of just eight states with a law so skewed toward union contractors.
Michigan's Big Labor bosses are not eager to let the marketplace put that extra loot back in the hands of taxpayers. 
The protectors of union price hikes have organized their opposition under a group called 'Michigan Prevails,' and pledged to prevent repeal by educating the public.
The education is off to a shaky start..."

The feeling is growing in the international commentariat that the Islamic State may win: 
That the group will continue to gain territory in Syria and Iraq and will consolidate a permanent government, a state ensconced in the Islamic caliphate its leadership has proclaimed.
I ended a recent article on a note of bravado, writing that in spite of its successes on the battlefield and elsewhere, it remains all but certain that Islamic State will ultimately be ground up and destroyed.
Today I am less certain, and I have started to imagine what would happen if ISIS actually prevails.
I am reconsidering for a simple reason: U.S. Secretary of Defense Ashton Carter's contention that the Iraqi government's military forces show "no will to fight." 
In a June 1 editorial titled "Who's willing to fight for Iraq?" the New York Times suggested that if Baghdad's military is unwilling or unable to defeat ISIS - if it is outgunned, out-organized, out-strategized and, one must add, terrorized by ISIS savagery - outsiders should stay out.
No boots on the ground, no escalation of air strikes; let us limit wasted resources.
What would result from an ISIS victory? 
First, an official Sunni Muslim state would be consolidated..."

There is no limiting principle–just ask conservatives in Wisconsin who supported Scott Walker’s efforts to reform public sector unions.  The point isn’t so much that liberals/progressives think they will ultimately win when these efforts are inevitably challenged in court. The point is that merely investigating conservatives on shadowy “coordination” allegations is sufficient to chill conservatives’ speech, sending supporters (and their funds) elsewhere.

Negotiations continue today between Greece and its creditors, with reports that the government has presented a revised proposal that offers minor concessions in an effort to break the deadlock.
A deal is needed in the next week if a package of assistance is to be put in place before end-month payments of $1.7 billion are due to the IMF.
While this is not a hard deadline—a short-term default to the IMF need not sink the Greek economy—the government is out of cash and it is hard to imagine how they make critical domestic payments without an injection of cash from creditors.
At times like this, the focus is always on getting a deal done, but this negotiation, even if successful, is likely to defer hard choices for a few months in the hope that Greek domestic politics will change to allow a third bail-out program.
The two sides are far apart, both in terms of the policies that need to be taken in the short term and the longer term vision for restoring growth.
It is hard not to conclude this is a bridge to nowhere.
A few points.

CHICAGO - Inside the rectory of St Sabina Church on Chicago’s notorious South Side, Father Michael Pfleger made no attempt to sugar-coat what was happening on the streets he walks each day.
“Every day, children pass by a corner where some person got killed,” he said, his hand striking the table as a group of visiting community activists listened rapt. “The landmarks in our neighbourhoods are becoming police caution tape and memorials of teddy bears and balloons.”
In one weekend last month 42 people were shot in Chicago, among them a great- grandmother aged 81 who was hit four times in a drive-by shooting two blocks from Pfleger’s Roman Catholic church.
The priest, who has ministered there since 1975, recently asked a girl of 11 what she would like to be when she grew up: she responded that she wanted to be alive.
In Chicago shootings are up 25% and murders have risen by 17% on last year.
...Across America gun violence and murders are up this year in what many see as the first alarming sign that a 20-year trend of declining crime is being reversed.
The number of murders has surged by 103% in Milwaukee, Wisconsin, and 59% in Houston, Texas.
In New York murders have risen by 20%. In St Louis shootings are up 39%, robberies 43% and killings 25%.
Last year 57 police officers were murdered, up from 27 in 2013.
...Leading criminologists believe the upsurge in crime is due to what Sam Dotson, the St Louis police chief, has described as the “Ferguson effect” — a reluctance by police officers to make arrests or confront criminals for fear of being prosecuted if they make an error.
One posting on a St Louis forum used by police officers stated: “I’ll continue to do my job, but that is all. I refuse to be a punching bag for the public and the press. Why should I do anything other than the bare minimum?
“If I make even the slightest mistake my career, my savings . . . and even my freedom are in jeopardy.”
In the first two weeks of last month arrests by Baltimore police were down 57% on 2014.
There were 42 murders, making it the deadliest month in the city since 1972, when its population was nearly twice the present size. During the protests over Gray’s death there was widespread looting and rioting.
George Kelling, of the Manhattan Institute think tank, was one of two academics who came up with the “broken windows” theory of policing based on the idea that if a neighbourhood fails to fix small things such as broken windows, law and order will quickly deteriorate.
This became the core of policing strategy in New York in the 1990s under the mayor, Rudy Giuliani, and later in Baltimore under Martin O’Malley, a Democrat mayor elected in 1999 who left office in 2007 (and is now a contender for the party’s 2016 presidential nomination).
Kelling fears that a “media feeding frenzy” over killings by police, the ubiquity of mobile phone cameras and protests against action by law enforcement officers have led to “a lot of police now who are wanting to avoid doing police work and who are hesitant to be very assertive or aggressive”.
...Back on Chicago’s South Side, Lorraine Banks, 53, a city bus driver, said she did not blame the police for backing away. “They can’t do their job no more. Every day they know it could be their last and now they’re being demonised just for doing that job.”
She laughed when told by The Sunday Times that the only police officer encountered within the few blocks around St Sabina had been dozing in his Land Cruiser, parked on a quiet side street.
“If I was him, that’s what I’d be doing,” she said. “They’re clocking on and clocking off right now so they can go back home to their families.”

Previous sanctions haven’t deterred Kremlin land-grabs, and the question now isn’t if Russian President Vladimir Putin will strike again but whom he’ll target next.
Mr. Putin considers Europe’s eastern periphery, stretching from the Baltic Sea to the Black Sea, part of Russia’s imperial inheritance.
Yet in recent years the Russian leader has also turned his attention northward, to the Arctic, militarizing one of the world’s coldest, most remote regions. 
Here in Finland, one of eight Arctic states, the Russian menace next door looms large.
“That is a tough nut to crack, to know exactly what the Russians want,” newly appointed Finnish Foreign Minister Timo Soini says.
“But I’m sure they know.
Because they are masters of chess, and if something is on the loose they will take it”—a variation on the old proverb that “a Cossack will take whatever is not fixed to the ground.”
...These changes have implications not just for trade but also for the ability to exploit the vast energy resources beneath the Arctic. 
Energy fields in the region have to date produced some 40 billion barrels of oil and 1,100 trillion cubic feet of natural gas.
The U.S. Geological Survey estimates the region also holds 13% of the world’s undiscovered conventional oil, a third of the world’s undiscovered conventional gas and a fifth of the world’s undiscovered natural-gas liquids.
No wonder Moscow has been racing to reopen old Soviet bases on its territory across the Arctic and develop new ones. 
Mr. Putin wants by the end of 2015 to have 14 operational airfields in the Arctic, according to the NATO Parliamentary Assembly, and he has increased Russia’s special-forces presence in the region by 30%.....

The vote, which followed the first debate on the EU Referendum Bill, means the legislation moves to the next stage of its progress through Parliament.
Foreign Secretary Philip Hammond said a "generation" had been denied a say on the UK's place in Europe, and the public must now have the "final say".
MPs voted by 544 to 53 in favour of the bill.
...Prime Minister David Cameron, who first promised a referendum in 2013, has pledged to negotiate a "better deal" for the UK in Europe in advance of the vote - to be held by the end of 2017 at the latest.
Mr Hammond said a vote - which would be the first on the UK's links with Europe since 1975 - was needed to renew the democratic legitimacy of the UK's relationship with the 28-member body.
"...But an entire generation of British voters has been denied the chance to have a say on our relationship with the European Union. And Mr Speaker, today we are putting that right."

LANSING, MI — Michigan judges could have more discretion when sentencing people who carried a gun while committing a crime under legislation debated Tuesday in Lansing.
House bills 4419 and 4420 would end mandatory two-year sentences for first-time felony firearm charges, which typically force or extend prison stays for those convicted of other crimes.
Instead, a person who possessed a firearm during the commission of another felony could be sentenced to up to -- or less than -- three years in prison. That time could be served concurrently with any sentence for the underlying crime, and a felony firearm conviction would not disqualify an inmate from parole consideration.
State Rep. Kurt Heise, a Plymouth Township Republican who chairs the House Criminal Justice Committee and sponsored one of the bills, said lawmakers should support the legislation if they are "really serious about what our governor calls 'smart justice.'"

Jewell Turner was sitting in her van outside of her Fort Worth, Texas, doctor’s office when a young man approached and asked for directions, a common ploy used by stick-up artists to put their victims off guard.
“Never thought that when I turned my head that that young man would stick a knife to my throat,” Turner told the local NBC affiliate.
But the suspect did just that, saying, “I don’t want to hurt you, but I want your money. And I will hurt you if I have to.”
But Turner had no intention of being a victim that day and luckily had a small handgun with her, which she quickly put to use.
“I just reached down, got the gun and turned around and pointed it to his face.
And I told him, I said, ‘You back off, or I’ll blow your head off.’ 
And his eyes got big and he just backed up and he took off walking down the street like nothing happened,” Turner said.

After the incident, Turner admitted that it had revealed the darker side of humanity to her, even in herself.
“I noticed there was a dark side in me, too.
Because when I first pulled that gun on him I actually wanted to shoot him.
But I stopped and thought about it,” Turner said (H/T The Blaze).
Thankfully, this older woman had a tool with her that leveled the playing field, removing the advantage enjoyed by the younger, stronger, and faster thug.
Even better is the fact that Turner didn’t have to fire her gun, as its mere appearance was enough to make the thug quickly reconsider his course of action.
The anti-gun and citizen control groups would have grandma Turner be disarmed, with no way to defend herself from the thug demanding she hand over her money, or worse....
