A record 93,770,000 Americans were not in the American labor force last month, and the labor force participation rate remained at 62.6 percent, exactly where it was in June -- a 38-year low, the Labor Department reported on Friday.
In 1975, when the Bureau of Labor Statistics began keeping such records, 58,627,000 Americans were not in the labor force, and the number has grown steadily since then, breaking the 80-million mark at the end of George W. Bush's presidency; and the 90-million mark in July 2013, during Barack Obama's second term.
The number of Americans not in the labor force has continued to rise since then.
-- 6,325,000 million people were employed part time for economic reasons (involuntary part-time workers) in July, These individuals, who would have preferred full-time employment, were working part-time because their hours had been cut back or because they were unable to find a full-time job.

Parent Sam Washburn called 12 News to highlight the assignment he found in his daughter’s backpack because, although words like f*** were blacked out, other offensive language and themes of prostitution, drug use, domestic violence, sex acts in the song really made him mad.
“You just kind of take for granted your 13-year-old daughter’s got curriculum at school that’s appropriate for school and come to find out that’s not the case at all,” Washburn said.
His daughter, Spencer Washburn, told the news site she completed the worksheet to avoid a bad grade, but felt violated by the assignment.
“I am in student council, and I would not want to get kicked out,” she said.

Of all the disbelief GIFs the Democrats could have chosen, they chose one of a small blonde girl in a pink jacket?Had this been a tweet from the Republicans about Hillary Clinton, the phrase “war on women” certainly would have been attached. It should be no difference for the Democrats.
While the Left wants to claim that every criticism or slight from a Republican is rooted in sexism, their own Twitter account compares a female Republican to a little girl. Maybe they should look in the mirror the next time they accuse a Republican of being sexist.

In the hours after Sen. John McCain announced his choice of Alaska Gov. Sarah Palin to be his running mate in the last presidential race, members of an online forum called Journolist struggled to make sense of the pick.
Many of them were liberal reporters, and in some cases their comments reflected a journalist’s instinct to figure out the meaning of a story.
But in many other exchanges, the Journolisters clearly had another, more partisan goal in mind: to formulate the most effective talking points in order to defeat Palin and McCain and help elect Barack Obama president.
The tone was more campaign headquarters than newsroom.
The conversation began with a debate over how best to attack Sarah Palin.
“Honestly, this pick reeks of desperation,” wrote Michael Cohen of the New America Foundation in the minutes after the news became public.
“How can anyone logically argue that Sarah Pallin [sic], a one-term governor of Alaska, is qualified to be President of the United States?
Train wreck, thy name is Sarah Pallin.”
Not a wise argument, responded Jonathan Stein, a reporter for Mother Jones.
If McCain were asked about Palin’s inexperience, he could simply point to then candidate Barack Obama’s similarly thin resume.
“Q: Sen. McCain, given Gov. Palin’s paltry experience, how is she qualified to be commander in chief?,” Stein asked hypothetically. “
A: Well, she has much experience as the Democratic nominee.”
“What a joke,” added Jeffrey Toobin of the New Yorker.
“I always thought that some part of McCain doesn’t want to be president, and this choice proves my point. Welcome back, Admiral Stockdale.”
Daniel Levy of the Century Foundation noted that Obama’s “non-official campaign” would need to work hard to discredit Palin.
“This seems to me like an occasion when the non-official campaign has a big role to play in defining Palin, shaping the terms of the conversation and saying things that the official [Obama] campaign shouldn’t say – very hard-hitting stuff, including some of the things that people have been noting here – scare people about having this woefully inexperienced, no foreign policy/national security/right-wing christia wing-nut a heartbeat away …… bang away at McCain’s age making this unusually significant …. I think people should be replicating some of the not-so-pleasant viral email campaigns that were used against [Obama].”
Ryan Donmoyer, a reporter for Bloomberg News who was covering the campaign, sent a quick thought that Palin’s choice not to have an abortion when she unexpectedly became pregnant at age 44 would likely boost her image because it was a heartwarming story.
“Her decision to keep the Down’s baby is going to be a hugely emotional story that appeals to a vast swath of America, I think,” Donmoyer wrote.
Politico reporter Ben Adler, now an editor at Newsweek, replied, “but doesn’t leaving sad baby without its mother while she campaigns weaken that family values argument?
Or will everyone be too afraid to make that point?”

County commissioners voted 12-2 Thursday to allow state Treasury officials to take an active role in the fiscal restructuring of the county, which has 1.7 million residents and Detroit as its largest city.
Past deals with Detroit and other fiscally troubled Michigan communities have included the appointment of financial advisory boards, the submission of monthly reports to the Treasury Department and the creation of revenue and spending plans.
Gov. Rick Snyder confirmed last month that a financial emergency existed in Wayne County, which faces a projected $171 million deficit by 2019 if remedial measures aren't taken.
...Detroit entered a consent agreement with the state in 2012, but was unable to consistently meet the requirements of the deal. Snyder confirmed Detroit's financial emergency in early 2013 and that March appointed turnaround specialist Kevyn Orr as emergency manager.
Orr was given control of Detroit's finances and took the city through the largest municipal bankruptcy in U.S. history.
The city emerged from Chapter 9 in December, eliminating or restructuring $7 billion in debt."

The shadowy Iranian Quds Force commander Qassem Soleimani recently visited Moscow to meet with senior Russian leaders, according to two Western intelligence sources, despite a travel ban and U.N. Security Council resolutions barring him from leaving Iran.
On July 24, one week before Secretary of State John Kerry testified to the Senate Armed Services Committee and faced questions about the newly struck nuclear deal, Soleimani arrived in Moscow for meetings with Russian Defense Minister Sergei Shoigu and President Vladimir Putin.
It was not immediately clear what the Iranian leader discussed, but the revelation comes as the United Nations and European Union arms embargo against Iran is slated to be lifted in five years as part of the comprehensive nuclear agreement announced July 14 from Vienna.
Soleimani was first designated a terrorist and sanctioned by the U.S. in 2005 for his role as a supporter of terrorism.
In October 2011, the U.S. Treasury Department tied Soleimani to the failed Iranian plot to assassinate the Saudi ambassador to the United States at a popular restaurant in Washington, D.C.
The Quds Force is the special forces external wing of the Iranian Revolutionary Guard, responsible for supporting terrorist proxies across the Middle East. It reports directly to Iran's Supreme Leader Ali Khamenei.
Soleimani is increasingly being recognized as a key player and point person as Iranian influence in the region grows, despite assurances from Kerry and others that Soleimani and the Quds Force will continue to face sanctions from the U.S. Treasury after U.N. sanctions are lifted against Soleimani as part of the nuclear deal.
Soleimani arrived in Moscow on Air Iran flight #5130, a commercial flight from Tehran, at 6:50 a.m. on July 24, a Friday.
He left Moscow the following Sunday, July 26, at 10:25 p.m. on flight #5120, according to Western intelligence sources.
U.N. sanctions have not yet been lifted against Iran, and Soleimani, as head of the Iranian Quds Force is sanctioned as part of Security Council Resolution 1747.
He is prohibited to travel, and any country that lets him transit or travel is defying the sanctions. (Russia is a permanent member of the Security Council and would have been aware of this restriction when meeting with him.)
Soleimani has been photographed during recent battles against the Islamic State in Iraq leading troops and advising Iranian backed Shia militias, most notably in the battle for Tikrit in March.

For those who are struggling to repay their federal student loans, there are alternative repayment plans available.
The programs are known as Income Based Repayment (IBR) and Pay As You Earn (PAYE).
These plans lower borrowers’ monthly student loan payments based on a percentage of their monthly income.
If they stay on these plans for twenty to twenty-five years, then any balances remaining are forgiven.
While these plans sound tempting, there are caveats.
First, these plans are not available for private loans, which includes companies like SoFi. Second, Lawyerist writer Lisa Needham warned that income-based student loan repayment plans are a trap. According to Jacob Gershman’s article in the Wall Street Journal, some will have to get ready for a hefty tax bomb once their federal student loans are forgiven starting in 2032.
The Treasury Department ruled that any federal student loans forgiven under the IBR or PAYE programs are considered taxable cancellation of debt (COD) income and must be reported on the borrower’s income tax return.
However, if the taxpayer can show that he is insolvent, then he can reduce or eliminate COD income depending on the amount of his insolvency.
Forgiven student loan debt is not taxable to those who complete the ten year Public Service Loan Forgiveness program.
This article will explain how the insolvency exception works and provide some strategies to defuse the tax bomb.

MSNBC's Chris Matthews was at a loss for words Thursday after pressing 2016 Republican candidate Carly Fiorina to explain why she thinks Hillary Clinton is a "liar."
As it turns out, the former Hewlett-Packard CEO is not only quick on her feet, but she is apparently able to render one of the loudest cable personalities speechless.
"You called Hillary Clinton a liar tonight on a number of occasions," Matthews said, referring to a GOP primary debate in which Fiorina had just participated.
"Do you want to explain why you would use such a — almost end of conversation term for your possible opponent next year?" he asked.
"Because it's true," she replied simply.
"One of the things people are tired of in politics — and Republicans do it as well — is we don't use common sense language. We talk in sanitized sound bites. I don't, but most politicians do."
"People are tired of sanitized sound bites and bumper sticker rhetoric. They want to have a conversation about the real issues," she added.
"And by any standard, common sense measure, Hillary Clinton has lied: About Benghazi and about her emails and about her server."
Matthews was unsatisfied.
"How do you debate someone if it comes to that?" he asked.
"Do you really think that's a way to engage in a debate? To call your opponent a liar? I'm astounded by that judgment of yours."
Fiorina pushed back, noting that she was very specific about the subjects where she thinks Clinton has lied.
Fiorina claimed she never said Clinton lied "about everything."
"You are the one who has made a generalized comment about her. Not me," she told Matthews.
Fiorina continued, launching into a detailed and thorough takedown of Clinton's tenure at the State Department, including her handling of the events surrounding the Sept. 11, 2012, terrorist attacks on U.S. facilities in Benghazi, Libya, as well as her disastrous "reset" with Russia.
Matthews was momentarily speechless.
"I see why you stood out tonight," he eventually said, bringing the interview to a close.
