She’d just taken part in the world’s biggest distribution of free digital televisions.
Lopez, a domestic servant, was among thousands of people who’ve thronged a cavernous tent in the populous working-class Iztapalapa district, one of hundreds of venues across Mexico where the poor are receiving some of the 10 million digital television sets the government is giving away at no charge.
It’s a program costing the Mexican treasury $1.6 billion in a push to convert the nation from analog television signals to a digital format. The United States made the switch in 2009.
“I am happy,” Lopez said. “We’ve always wanted a digital television. We’ll see more channels. The kids will see cartoons.”
Other nations, such as Argentina, have given away digital television sets, but none on the scale of Mexico, and the program has proved controversial.
Critics question why the government of President Enrique Pena Nieto is giving away 24-inch flat-screen televisions, each costing around $145, when decoder boxes that allow older analog televisions to remain in use - the U.S. solution - cost only about $40.
It’s not just the recipients of TVs who benefit.
Television manufacturers clustered along Mexico’s northern border also profit, as do the two powerful media conglomerates that are moving quickly into digital services.
The two companies will soon face competition from a third television network mandated into existence in 2013 with a constitutional reform to bring greater competition to the industry.
At the entrance to the delivery tent, a recipient of a television set, Jose Luis Rodriguez, reproached a government official for suggesting the sets were free.
“Stop using that word. It’s paid for with our taxes. It’s not free,” sputtered Rodriguez, who works for the federal social security institute..."

Every morning, as my boyfriend zips out the door and I spend 30+ minutes getting ready, I wonder about how the ‘hair-and-makeup tax’ affects other women — especially ones I admire in high-pressure, public-facing jobs.
Clinton attempted to look really cool in her reply (it literally began with “Amen, sister!”) but she didn’t actually answer the question about whether or not she considered it a “tax.”
...For example, one piece titled “Women’s health is taxed by makeup, too,” in a liberal blog called Treehugger, explains that the burden goes beyond time and money.
“There’s another way that women pay the makeup tax, one that’s much harder to quantify,” the author, Margaret Badore, continues. “I’m taking (sic) about the price women pay with their health in the pursuit of looking ‘put together.’”...

A new report from the Inspector General proposes several ways for the financially struggling agency to help its budget situation.
Among them: turn letter carriers into handy helpers.
The IG outlines a plan “to have the mailman stop in to help the elderly, by assessing their health and even setting up their new TV,” WSB reports.
The IG wrote, “The postal service could coordinate and collaborate with wellness organizations to offer new and far-reaching services to older Americans nationwide.”
The report also proposes the postal service could deliver groceries and medications to the elderly.
...The Postal Service has had chronic budget problems for years.
According to the news station, the agency has lost $586 million dollars in the past three months alone.
Some aren’t buying the idea that the agency could branch out into such areas.

Yet the Environmental Protection Agency was intent on ferreting out “widespread soil contamination” from historic mines, even though the town was tested five years ago and no problems were found.
The fact is that our mission is to protect human health and the environment and not to stick our heads in the sand and not look,” declared Steve Wharton, head of a Superfund response team.
His comments were contained in a March 27 article that appeared in the local Silverton Standard newspaper.
On Aug. 5, an EPA crew breached a debris dam at the old Gold King Mine, and 3 million gallons of water containing lead and arsenic flowed into the Animas River.
The poisons turned the water bright orange and have since flowed into Utah and New Mexico, creating an epic disaster affecting farmers, towns and the Navajo Nation, which rely on the water.
The crews had started to collect soil samples sometime after June 23."

"The Orlando International Airport will soon be opening a Muslim prayer room.
The airport will spend $350,000 to build the “Reflection Room” where Muslims can pray, a local CBS affiliate reported.
The decision was made after Emirates Airlines announced it will soon be offering direct flights out of Orlando to Dubai.
A majority of the airline’s travelers are Muslim.
“These rooms provide travelers an opportunity an opportunity to pray in their own way and have peace before they take on a long flight,” Imam Muhammad Musri, president of the Islamic Society of Central Florida, told CNN’s local affiliate.
The room is expected be open by the Sept. 1 launch of the first Emirates flight out of Orlando.
Many Muslim travelers currently pray in public terminals and even in the bathrooms at the Orlando airport.
The “Reflection Room” will give them a more suitable place to pray, said Carolyn Fennell, director of public affairs at the airport, CBS reported.
“So they aren’t having to, if it is the case, kneel on the bathroom floors or in corners so they have the reflective time,” Ms. Fennell said.
The airport already has a chapel in Terminal A and is expected to open an interdenominational chapel in the near future."
