Multiplier Analyses Are Prone to Abuse [Michigan Capitol Confidential]:
"A recent article from Crain’s Detroit covers a study that says the state’s taxpayer-funded venture capital partnerships provided a 21-times multiplier on investments.
That is, there were $21 of economic activity for every dollar taxpayers spent.
The report, which argues for more taxpayer spending on venture capital, is yet another attempt to draw faulty conclusions by misapplying an economic multiplier analysis.
Publishing a multiplier analysis is a frequent tactic to gain support for taxpayer spending.
On its face, it makes the case that putting money in your preferred place will provide substantial economic returns.
A little bit of public investment will yield great returns, goes the argument.
Here are some examples of different multipliers that have been used to justify government spending.
No single author or publisher created these reports.
They drew on different sources of data, had different models of economic activity and used different methods to analyze the data.
But they were similar in one important way:
They were used to call for more government spending in Michigan.
One problem with all of them is that they are being used in ways they were not designed for.
If they used the same methods and models, they might be used to show which kind of government spending would have the greatest economic impact.
Instead, they are used to call for taking more money from taxpayers — a judgment call that is a different question entirely.
As economist Dan Smith remarked, “The increasingly sophisticated reiterations of old Keynesian models still fail to pass the inspection of basic economics, and still fail to address the most basic question, ‘where is the money coming from?’”
When the state publishes a study on the economic multiplier of state-paid tourism advertising, it never uses the study as part of a broader effort to set priorities for economic development spending. The economic development agencies could, for example, compare the effects of using tax money to promote tourism with the effects of that same money to seed new companies with venture capital funding.
But they don’t.
That kind of comparison could let them conclude that spending on tourism is better than spending on venture capital.
Instead, both areas of spending (and many others) is rationalized by the argument that they have an economic impact.
There are a number of different tools available to determine the economic impact of a government initiative.
Multiplier analyses are one, but their findings are often misinterpreted.
Until they are used to compare the economic activity that results from different areas of public spending — something impossible, given the important ways in which they differ one from another — they should simply be disregarded."

Behave yourself as we dictate, and you may survive. Cross the king, and you are a dead man.
Something very similar, but updated and taken to a vast financial level, happened to ITT Tech, the privately owned trade school/university.
As the Wall Street Journal explains, it crossed the king (in this case, the Obama Department of Education):
As the Wall Street Journal explains, it crossed the king (in this case, the Obama Department of Education):
ITT Technical Institute folded on cue Tuesday after the Obama Administration issued a regulatory death warrant last month. ITT investors must be wishing they had ponied up for political protection like Laureate International Universities, the for-profit college that paid Bill Clinton $17.6 million to serve as its “honorary chancellor.”ITT’s decision to close all of its 130 some campuses—stranding 40,000 students and 8,000 employees—comes after the Education Department barred new enrollees from tapping federal aid, delayed loan reimbursements and raised its collateral by $153 million. ITT had a mere $78 million on hand at the end of June and no way of meeting the Administration’s cash demand.
Note that these federal government actions are the product of bureaucratic discretion.
The DoE demanded a ransom of an additional $75 million in order to stay in business.
The point of the demand for collateral is to protect students and the taxpayers lending to them from a possible, at this point theoretical, harm arising from a collapse of the school.
But the remedy merely cut to the chase and imposed the harm directly:

"Clinton Foundation officials repeatedly skirted or ignored federal laws and regulations while converting the non-profit from its tax-exempt purpose of building a presidential library in Little Rock, Arkansas, into a $2 billion global machine selling political influence and access on an unprecedented scale, according to documents reviewed by The Daily Caller News Foundation.
Non-profit foundations are required by the IRS to conduct activities that support the officially approved tax-exempt purpose for which the federal agency allows them to offer donors the ability to deduct contributions. For whatever reason, traveling abroad appears to help crystallize everything wrong he sees in America. During his recent trip to Cuba and Argentina, for example, we counted 18 separate times he talked down his employer, the United States of America.
His just-concluded trip to Asia was no different.
Here are 18 separate attacks he unloaded while in China and Laos:
- There are still too many poor children in the United States
- Too many children in America are not getting enough to eat
- Despite America's wealth, we’re not providing sufficient educational resources in poor communities
- America lacks the “political will” to help poor inner cities that have suffered discrimination.
- Americans are “lazy” in thinking we don’t need to learn about foreign nations.
- Colin Kapernack is justified protesting the National Anthem, as the NFL star is raising “real, legitimate issues” about things America needs to be talked about.
- America suffers from racism, conflicts between ethnic groups, and discrimination against immigrants.
- Criticisms of America being imperfect and having problems with racism discrimination are accurate.
- America still has “situations where women are not treated equally.”
- America “didn't think through” our policy in Vietnam War, as dropping cluster bombs proved counterproductive to "winning hearts and minds."
- America’s treatment of Native Americans was “tragic.”
- America “struggled to stay true” to our founding ideal that all men are created equal.
- When the environment is destroyed in America, it’s because the private sector is being “lazy."
- The United States is still to this day learning how to develop industry without destroying the environment.
- Due to industrialization, America “used to have terrible pollution … everywhere.”
- America’s role in the Vietnam war led to mass displacement of people from their homes.
- America dropped more bombs on Laos than on Germany and Japan during World War II … more than 2 million bombs … “the bombs fell like rain.” More bombs, he said on several occasions, were dropped on Laos per capita than anywhere else in the world.
- We bombed the “simple homes” of civilians in Laos. “Villages and entire allies were obliterated.” The ancient Plain of Jars “was devastated.” Countless civilians were killed."

Why the former USSR has far fewer men than women
Why the former USSR has far fewer men than women | Pew Research Center:
"In our map above, countries depicted in the darkest blues have far fewer men than women – and the former Soviet Union stands out from the rest of the world.
This region has been predominantly female since at least World War II, when many Soviet men died in battle or left the country to fight.
In 1950, there were just 76.6 men per 100 women in the territory that is now Russia.
That number rose steadily in subsequent decades, climbing to 88.4 by 1995 before declining again.
The gender ratio in Russia is currently 86.8 men per 100 women, and the ratios in Latvia (84.8), Ukraine (86.3), Armenia (86.5), Belarus (86.8) and other former Soviet nations are similarly low.
(By contrast, the ratio in the U.S. is 98.3 men per 100 women, and the global ratio is 101.8 men per 100 women, according to 2015 United Nations data.
The U.S. has been more female than male since at least 1950, while the global population first became majority male around 1960.)
So what are the factors that set the former Soviet bloc apart?..."

"Auburn University dismissed running back Jovon Robinson—formerly the No. 1 junior college player in the country—after a female student accused him of assaulting her.
"He did not meet my expectations of what it takes to be an Auburn Tiger football player," said head coach Gus Malzahn, according to al.com.
But Robinson never assaulted anyone.
His purported victim made it up entirely.
The woman now readily admits to fabricating the allegation out of spite—she was angry at Robinson for making her leave his room.
It's an astonishing, malicious lie that might have factored into Auburn's decision to release Robinson, though the university maintains that it had other issues with him.
It's also a powerful repudiation of the leftist-feminist idea that victims of assault and sexual assault deserve to be automatically believed.
According to al.com—which obtained an exclusive interview with the woman—the pair had an argument very early in the morning on July 15.
Robinson wanted her to leave, and eventually escorted her out of his room.
He didn't hurt her at all.
At roughly 6:00 a.m., the woman sent an email to Coach Malzahn to make him aware that Robinson had abused her.
She said that Robinson caused her to smash her head into the door and bloody her knees.

Is the Global Warming Debate Over?
Is the Global Warming Debate Over? | Power Line:
"IS THE GLOBAL WARMING DEBATE OVER?
One of the more laughable aspects of global warming alarmism is the constant claim that the debate about the hysterics’ claims is over.
In fact, the Earth’s climate is so poorly understood that it is more accurate to say that the debate has barely begun.
But there are some things we know.
For example: the increase in Earth’s temperature resulting from a doubling of CO2, based on any recognized energy calculation, is less than one degree Centigrade.
Almost everyone agrees that this slight increase would be good.
So how do the alarmists try to scare us?
They posit various positive feedbacks that turn one degree into three to six degrees.
Are these feedbacks proven?
Of course not.
They are simply assumed.
In fact, some are clearly false.
As far as we know, the net feedbacks will be negative, not positive.
If you want to get a sense of how vigorous the scientific debate over feedbacks is, check out this post at Watts Up With That( https://wattsupwiththat.com/2016/09/07/how-climate-feedback-is-fubar/), as well as the comments.
...Is the debate over catastrophic anthropogenic global warming over?
In one sense, it is.
One thing we know for sure is that the models that are the sole support for alarmism are wrong.
The substantial heating they projected has failed to materialize.
Having been falsified by observation, we know that they are no good.
The alarmists will have to come up with something better than these discredited models if they want to convince the rest of us.
Meanwhile, any comprehensive understanding of the Earth’s climate is very far off."

5,300 Wells Fargo employees fired after 2 million fake accounts discovered | Ars Technica:
"Since at least 2011, Wells Fargo employees have been creating fake accounts using customers’ identities to boost their sales numbers, federal regulators said on Thursday.
The Consumer Financial Protection Bureau (CFPB) fined the bank $100 million after a third-party consulting firm found that 2 million fake deposit and credit card accounts had been made without the consent of the person whose name was on the account.
According to CNN Money, the bank fired 5,300 employees for taking part in the scheme, which constitutes about 1 percent of the bank’s payroll.
In order to boost their sales numbers, employees opened 1.5 million deposit accounts and 565,000 credit card accounts on customers’ behalf but without authorization from those customers. “Employees then transferred funds from consumers’ authorized accounts to temporarily fund the new, unauthorized accounts,” the CFPB wrote.
“This widespread practice gave the employees credit for opening the new accounts, allowing them to earn additional compensation and to meet the bank’s sales goals.”
In the meantime, customers real accounts were temporarily drained, leaving them with insufficient funds charges and overdraft fees.
The CFPB also noted that employees were issuing and activating debit cards without authorization, "going so far as to create PINs without telling consumers."

"For months Americans wondered whether the FBI, led by Director James Comey, would take down the most corrupt woman in the history of American politics, Hillary Clinton.
As it turns out, Hillary Clinton took down the FBI.
According to new documents from the FBI's investigation of Clinton, the agency was fully aware that Clinton lied when she said she set up a private server in order to utilize one Blackberry device -- she used 13 mobile devices and two phone numbers. The FBI knew that Clinton's aides destroyed old Blackberrys by cracking them in half or hitting them with a hammer. The FBI knew full well that Clinton had passed classified information over her private server -- "

Ronald Alexander is angry.
And he wants the world to know why.
In a federal courtroom this morning, the charismatic principal, who cried on national television when his school won a $500,000 giveaway on "The Ellen DeGeneres Show," got choked up again, this time lambasting the government for portraying him as a criminal.
The former Spain Elementary principal is headed to prison for a year for taking $23,000 in kickbacks from vendor Norman Shy as a reward for approving fraudulent invoices for school supplies that were paid for but never delivered.
Alexander, who faced up to nearly four years in prison under his sentencing guidelines, wanted to stay out of prison so that he could care for his elderly mother. But more than that, Alexander argued, he doesn't belong in prison, not given all he's done for DPS in the four decades he worked there.
Here is what he told the judge before learning his punishment:
He started by saying that in his 40 years at DPS: "All I've ever done was service the children of the Detroit Public Schools."
Alexander then spoke of inheriting Spain Elementary, a school that was plagued with drugs, fighting and low test scores and turning it around.
Then he talked about burying children.
DETROIT PUBLIC SCHOOLS SCANDAL
"I buried three students because the kids' parents didn't have money, out of my own pocket," Alexander said. "I buried those children ... only because I loved" the school and surrounding neighborhood.
Then he brought up the businessman whose fraudulent invoices he approved.
"Mr. Shy, he did me wrong. He was saying he gave me donations," Alexander said, referring to the gift cards and checks that Shy gave him over the years.
Alexander said he used the gift cards and checks on the kids.
"I did not pad my pockets .. some of the gift cards are still at home," he said, later blaming Shy again. "He's a known crook and he's been doing it for years."
He also talked about the pain and embarrassment he's suffered since being charged in March, alongside 11 other principals, one assistant superintendent and Shy, who was sentenced to five years in prison Tuesday for billing DPS $2.7 million for supplies that were never delivered. He did it, prosecutors said, with the help of principals like Alexander.
"Nobody knows how bad I feel to have to go out from my job like this," Alexander said, noting he was not allowed to return to Spain to collect his belongings after being charged. He also wasn't allowed to attend the eighth-grade graduation ceremony.
"I love this school. It think it's unfair," Alexander said. "I have buried children ... I have done nothing but serve God ... It's just unfair to me, and your honor, I don't deserve it."
...U.S. District Judge Victoria Roberts conceded that Alexander had done plenty of good in his life and helped many people. But he pleaded guilty to taking kickbacks from a vendor and cheating his students out of paid-for supplies, she reminded him. And the crime warranted a prison sentence, she said.
"Mr. Alexander has admitted that he took bribes," Roberts said. "The crime that Mr. Alexander committed was serious."

40% Of GDP Per Year: Goldman Calculates The True Growth Rate Of China's Debt | Zero Hedge
"For a long time when it came to Chinese loan creation, analysts would only look at the broadest reported aggregate: the so-called Total Social Financing.
And, for a long time, it was sufficient - TSF showed that in under a decade, China had created over $20 trillion in new loans, vastly more than all the "developed market" QE, the proceeds of which were used to kickstart growth after the 2009 global depression, to fund the biggest capital misallocation bubble the world has ever seen and create trillions in nonperforming loans.

However, a problem emerged about a year ago, when it was revealed that not even China's TSF statistic was sufficient to fully capture the grand total of total new loan creation in China.
We profiled this three months ago in a post titled "China's Debt Is Far Greater Than Anyone Thought", where, according to Goldman, "a substantial amount of money was created last year, evidencing a very large supply of credit, to the tune of RMB 25tn (36% of 2015 GDP)."
This massive number was 9% higher than the TSF data, which implied that "only" a quarter of China's 2015 GDP was the result of new loans.

Almost Entire County Commission Overthrown After Spending Splurge
Almost Entire County Commission Overthrown After Spending Splurge [Michigan Capitol Confidential]:
"While primary elections for local offices rarely garner much attention, the results of the August election were dramatic for one county in northern lower Michigan.
Of seven members of the current county commission, only one will be on the fall ballot.
“I did not anticipate such a dramatic and historic turnover on the Emmet County board,” said Commissioner Charlie MacInnis, who ran unopposed in the primary.
“The community clearly didn’t support the massive spending projects that were undertaken without adequate planning or voter approval.”
Four of the seven incumbents lost primary contests while another two did not seek re-election.
Last year, county commissioners built a $1.7 million substation for emergency medical technicians (EMTs) and planned to break ground on a $9 million “dark sky” observatory. MacInnis criticized both decisions.
Nancy Sarowski, chairperson of the Emmet County Republican Party, pointed to MacInnis’ commentaries written in local newspapers to explain the election results.
The commentaries gave details on county projects that the commissioner got through the Freedom of Information Act.
“Many people, at first, thought he was exaggerating: no contracts, except an hourly rate, no scope of project, no budget, no performance bonds and the like.
When the sitting commissioners failed to rebut Charlie, the public began to pay attention,” she said.
...Sarowski says many people have told her the election gave them hope.
“Hope that wrongs can be righted.
Hope that good people can be elected.
Hope that liberally (bent) newspapers can do good reporting.
Hope that our tax money can be allocated responsibly,” said Sarowski."

'How To Be a White Ally' posters say all white people are racist

The signs state white people should “acknowledge your privilege” and “apologize if you’ve offended someone,” adding that offensive language includes words like “sassy” and “riot,” which are “racially coded.”
“Understand that you are white, so it is inevitable that you have unconsciously learned racism.” Tweet This
“Everyone is problematic and even the most educated and well-intentioned people will screw up,” the poster states.
The sign then gives three steps for white allies to follow:
“1. Be prepared to make mistakes.2. Listen and apologize.3. Make sure to change.”
“Remember, just because POC [person of color] #1 isn’t offended by something, does not mean that POC #2 will not be offended by it either,” it says.
The poster goes on to states that “social justice is about BOTH elevating oppressed groups and simultaneously unpacking the privilege of dominant groups. These aspects are equally as important!”
Additionally, the sign claims that all white people are racist.
“Understand that you are white, so it is inevitable that you have unconsciously learned racism,” it asserts. “Your unearned advantage must be acknowledged and your racism unlearned.”
Further, the poster claims that white people should “just listen!” rather than explaining their own perspective.
“Comparing a POC’s situation with some experience of your own is not helpful. You do not & can not understand our oppression!” The guide recommends that white people should “listen to a diverse selection of marginalized voices” and notes that “POC will always understand racism in a way that you cannot—you need to listen to them!”
Pomona College had several events last year that white students were not allowed to attend, yet the school’s website states that “Pomona College seeks to maintain an environment of mutual respect among all members of its community” and that discrimination on the basis of race “destroy[s] the foundation for such respect and violate[s] the sense of community vital to the College’s education enterprise.”
