Grassley sent a letter to Barr on April 25 inquiring whether the Justice Department is investigating leaks to the media regarding several stories involving the Russia investigation. Grassley noted a leak to The Washington Post on April 11, 2017, regarding the existence of a classified surveillance warrant against former Trump campaign adviser Carter Page.
Barr did not identify which leaks are being investigated.

55% of the teachers surveyed said they did not teach about climate change in their classrooms. 65% replied that it wasn’t related to the subject(s) they taught and 17% said the didn’t know enough about climate change to teach it…
My hunch is that 97% of teachers, including the 45% who “teach” about it, are insufficiently familiar with the science to teach it.
Instead of having English teachers focusing on climate change, maybe they should just teach English…
But then again, you can get, like, an Ivy League degree in, like, economics, you know, like by speaking this way. You can even, like, get elected to Congress, like you know, whatever…

Barr continued, “I think spying is a good English word that, in fact, doesn’t have synonyms because it is the broadest word incorporating really all forms of covert intelligence collection, so I’m not going to back off the word ‘spying.'”
To further defend his use of the word, Barr pointed out that many members of the media also used the term before they decided to attack him for doing the same.
“Frankly, we went back and looked at press usage and up until all the faux outrage a couple of weeks ago, it’s commonly used in the press to refer to authorized activities,” he explained.

This question confronts us yet again with age-old lessons about the importance of property rights, the rule of law, and the often-perverse incentives of government officials.
Merely contrast the Nigerian bungling of the P&ID contract with the recent evolution of the natural gas market in the U.S.
U.S. gas production in 1990 was 17.8 trillion cubic feet; in 2018 it was 30.4 trillion cubic feet, an increase of about 71 percent.
...The easy explanation for this sharp increase in US production is the fracking/horizontal drilling revolution.
That is correct as far as it goes, but it does not go far enough:
That tremendous technological advance did not take place in a vacuum.
It is the result of the US system of property rights---much of the modern increase in gas production has taken place on private land---combined with legally-enforceable contractual arrangements, investments in infrastructure that more-or-less are driven by market forces, and sharp constraints on the ability of government officials to interfere with private arrangements, except through processes constrained by the rule of law..."
