- And because of that failure it’s now a generational mindset for both black and white. And in fatherless households--perpetuated by ineffective government policies. The negative impact is not limited to minority households, but disproportionately harms this population. We might want to look at the "disparate impact" of democratic policies--instead of the disparate impact that the graduates of those failed policies experience in the real world because of the deficiencies of the education and family structure.
